February BSD tapes status request

`BAD tapes' would be the right name: the networking releases should be
considered alpha software, but any snapshot from February would not
even have been alpha quality (alpha means `it probably almost works;
please test but be aware that we expect you to find bugs', and things
were known not even to be `almost' working in Feb.).
