"tee -a" bug?

I seem to have a situation with my AT&T SysV/386 3.2 system where
"tee -a" fails to flush all appended output, leaving the appended-to
file with incomplete data.  The command is of the form

	diff -C oldfile newfile | tee -a Changelog | less

Has anyone else noticed this?  When I substitute a filter of my
own devising for "tee" everything seems to work OK.
