Obscure Vi bug?

I think he meant position the cursor on the second line below the bottom
line displayed on the screen; therefore, on a 24 line screen, "vi" uses
a 23 line window for displaying the file, and the 25th line is the second
line below the 23rd.

This bug both exists in SVR3.2 and SVR4.  It's quite a disaster, isn't it?
