WANTED: 'scanargs.c' function!

Is any one out there?

Is 'scanargs.c' in the public domain?
Could someone please mail me a copy if it is in the public domain?

This is a second posting; the first one only stirred up two other
people who are looking for the function (I will forward it if I
receive it).  Any answer would be greatly appreciated; even just
mail telling me it is not in the public domain!
