Tools to Help do IBM/AT MS-DOS Development on a VAX Running BSD

I am in a development environment where at the moment there are very few ATs
to do development on, but there is a 11/780 running 4.1 BSD available. Does
anyone know of any tools for the Vax that would emulate a pc like environment
or just help development in general?
