Explanation of "Case-sensitive"

I don't know if we'll have to address this issue soon, but the answer
should be obvious.  Should "Soviet Union", "USSR", and "CCCP" be treated
as the same identifier?  The simplest rule is, if it's expressed
differently, it IS different.
