True; except for declarations of formal parameters.

That is:

	void f(x) char *x; { /* stuff */ }

means precisely the same thing as

	void f(x) char x[]; { /* stuff */ }

but

	void f() { char x[10]; }

is different from

	void f() { char *x; }
