Turnaround time on Distribution Tapes

I just got 1987 USENIX Distribution Tapes, along with our request form.
Here's a chronology:

Feb  7, 1986  Form signed here
Jan  7, 1987  Form initialied at USENIX Office
Sep 17, 1987  Last date found on the tapes
Feb 26, 1988  Tapes received here

Is this the normal turn-around time, or was there a problem with our request?
