Why doesn't Pnews add .signature for for UN-moderated groups?

I don't know if we've got the correct version of Pnews.  According to
the patches I've been applying, we have the correct version.  Isn't Pnews
supposed to add (or ask to add) .signature tp articles for UN-moderated
groups, too?  Ours doesn't.  I think it should.  Anybody know?
