chtim - change time stamps

The "bug" listed in the chtim man page is not a bug: there is no
file creation time stamp in the Unix file system.  The "ctime"
field that stat reports is the "last change to inode" time, used
for systemy things like backups.  (Perhaps it once *was* the create
time; I don't see how it could be so thorougly misdocumented
otherwise.  But dump must know when the file was "chmod"ed or even
"utimes"ed, so that restore can put those changes back.)
