Patch #1 to Pcomm v1.1

Gee... and I thought I had found all the bugs!  Fat chance, eh?

Pcomm v1.1 was posted in comp.sources.unix as v16i006 thru v16i013 just a
few days ago.  This patch will fix the bug where the DTR is not always
asserted on the port during the opening sequences.

It's not a critical patch, but you never know if future patches will
depend ont it!
