popi for ibmpc

Popi can be successfully compiled in compact model using Turbo C.  You need to
add "-v -mc" to OLDFLAGS, and change the "-ms" in OCFLAGS to "-mc".  The
problem was that the small model library was being linked to compact model
code.  Boom!
