UUENCODING

I have heard of an article, which I believe was posted to net.unix,
which described in detail the operation of UUENCODE so it could be
implemented in any language on any system.  Does anyone out there
know how I could obtain a copy of this article?  Please respond
to me directly as I do not subscribe to Info-UNIX.  Thanks!
