struct utimbuf

I hate to point this out but the 4-entry utimbuf is a Motorola 
invention.  The microseconds fields were added as part of the 88open 
BCS [over the objections of some members of the committee] as an 
"extension".
 
It was this extension that got POSIX.1a to declare that the struct 
utimbuf must contain ONLY the members indicated.  The 88open ABI goes 
back to the SVID compatible, POSIX conforming 2 member structure.
