Yes, 4.0 (based on X11R4) does exist.  It entered general availability 
from USL late last year (October??), and has been available from the 
ATT licensing folks since then.  Binaries are, of course, another issue.
You should contact an ATT software distributor (if you can find one).
Possibly one of ATT's 800 numbers will know about it as well.  

BTW, you should try to find out if what you're getting includes MIT 
fixes up to fix 18.  I have a source tape that was advertised as the GA
product, but only has fixes to 14.
