User mountable disks...

While I have my own machine at the medical center, I sometimes use
an iris at the main computing facility. I would like to be able to
mount my disk over the net as a user. The computing center staff do
not want to be bother logging in as root to run mount for me. It seems that
I should be able to mount my own disk as a user in my own user account.

The staff also do not, nor to I, want my disk permanently mounted on a
public machine. I should be able to mount and unmount my own disk without
root permission if the disk is exported to me, and the mount is in a directory
owned by me.
