TeX 3.1

Apparently the current version of TeX (from the TeXhax Digest) is
3.1. The version of TeX on labrea.stanford.edu is 3.0. Where is
the authoratative source for TeX 3.1, and who has an installation
they are happy with (dvi drivers too!) ?
