SPARC SUN with SUN OS 4.0EXPORT crashes with "panic: diskquota"

This is unrelated to the panics.  "mount" doesn't turn quotas on;
"quotaon" does.  "mount" is just a bit confused; the complaint doesn't
really mean anything.
