Yes, we have experienced the bug that you mentioned.  The only thing that
we have found to work around the problem is to sort the file such that any
login names which are similar, have the shorter of the two appearing
first.  ie:

tess:knotijv98erti:UID:GID:Tess Ting:HOMEDIR:/bin/csh
tesst:wksjt84d8hj:UID:GID:Another test account:HOMEDIR:/bin/csh

when the shorter username is found first, there is no problem.
