Fujitsu 2372 disks/Xylogics 451 controller, and SunOS 4.x

We are having problems getting SunOS 4.0 to see Fuji 2372 disks on a
second xy451 controller.  When we go to newfs and fsck one of the 2372
disks from 4.0 the newfs seems to work, but the fsck fails immediately.
The configuration is a 3/280 with the first xy451 controller having two
super-eagles (2361), and the second xy451 controller with the two 2372's.

Has anybody seen this before, or does anybody have any ideas of what might
be wrong.
