Creating an alternate keyboard

Our problem is to create an alternate keyboard from within the Sunview
utility. As you know, every font supports 256 characters and font editing
is not the major issue. However, we wish to use a special key, say F3, to
switch to the alternate keyboard, and then again F3 to go back to the
normal keyboard. The alternate keyboard must be designed to use the META
characters (range 128-256). This change must be done at the lowest
possible level (something like the F1 key which toggles the CAPS LOCK
state).

The major problem is how to make the Notifier identify these keystrokes.
Any help, hint, advise, source, etc. will be greatly appreciated.
