The GNU 'emacs' editor comes with a browser for 'texinfo' documents (which
are the standard type of help text for the Free Software Foundation
software). It also has full details of 'texinfo' format, so you should be
able to use it on any documents you want to.

Since you're in the UK you can probably get emacs from one of the JANET
info servers. Try sending a blank mail message to

            info-server at uk.ac.ic.doc

for some general information, or use a message body of the form

            Request: catalogue
            topic: gnuemacs
            request: end

(sent to the same address) for more detailed help.
