How to maintain groups, chfn info, and still use YP

Outside of using your favorite editor, is there any program out there that
will allow controlled modification of /etc/group or it's YP equivalent?

We have large machines with more than a hundred groups representing many
different projects.  Individual administrators (group leaders) maintain
who is in the group, as well as what the group password is.

Years ago we wrote a program that a user could specify a group, action,
and user list and it would:

	- prompt for, and verify the group password
	- verify that the user was in the group in question
	- verify that the accounts were valid
	- add or delete the accounts from that particular group

Before we go ahead and modify this old program to do something across a
network, I thought that I would ask on the network if someone had already
done it.

For that matter, how are people maintaining their passwd information,
since chfn and chsh doesn't seem to work with YellowPages either...?
