Motif Style

We are porting a huge Sunview application to Motif and would like to
maintain proper Motif style etc. I have run into a problem that I'd like
to here other peoples opinions on:

Background:

We had a Sunview control panel with 30 "menu buttons"  on it, one for each
functional area of the application. Each button had several (3-30) menu
options off it. These options bring up windows, send out network messages,
etc.. The nice thing about this is that if the user is trying to figure
out how to do something in the application he only needs to go to one
place. The panel is also fairly small, small size is a requirement.

Options as I see it:

o Multiple menubars -- Yuk, does that really meet the standard?
o Pop-up menus on labeled bulletin boards -- Not bad, but isn't that a
  little silly?
o Dialog boxes -- Too slow.
o Option menus -- They show the last thing selected...that will not work.
o Make my own menu button -- That is definitely not in Motif style.  How do
  I make them look different than other buttons?
