.KEEP_STATE woes under DevGuide

Anyone having problems using .KEEP_STATE: in DevGuide generated Makefiles?

My Problem:

o I use nested Makefiles (all DevGuide generated).  In every case, the
  first time make is run after adding .KEEP_STATE: to the Makefile, gxv is
  run 2-3 times.

o Additionally, when running the top level Makefile, gxv in the nested
  Makefiles places the output files in the top level directory (with the top
  level Makefile).

o The Makefile target in question is:

                    %_ui.c + %_ui.h + %_stubs.c + %.info: %.G
                          $(GUIDEHOME)/bin/gxv $*

My Configuration:

	SPARCstation 1,SunOS 4.0.3, OpenWindows 2.0, XView 2.0, DevGuide 1.1
