Getting ttysoftcar info in a C program

I am running SunOS 4.1.1. Is there a either an ioctl or other system or
library call to determine if software carrier detect is on or not similar
to the results of ttysoftcar /dev/tty command.  I am not interested in
using that command in a popen call.
