Where is imake on a RS/6000?

Imake is in the X Development LPP (which stands for Licensed Program
Product, or something like that).  You need to have it installed.
     
The directory [/usr/lpp/X11/Xamples] is set up like the MIT X
distribution tape. Read the [README] file in there.  It explains how
to build all the samples, including imake.
     
If you just want imake, go into [/usr/lpp/X11/Xamples/util/imake]
and type "make". It will build imake.

You should probably put your X programs in [/usr/lpp/X11/Xamples/...]
or a copy of it (unless you are good at modifying imake files).
