33% efficiency in /usr

Development thought that the efficiency info wasn't worth it and 
removed this parameter in the lsvg and lslv commands.  But, 
you're right, it was a measure of the distance between physical paritions 
on a disk for a logical volume, and I don't think it really has
any bearing on performance.
