file defaults

AIX 3.1.5, RS/6000, 320

How do you set default group ownership and protection of files
for accounts?  (I can do it on my VMS VAX, but AIX has got me!)
I finally have the system set up, and need to have groups of 
users with access to sets of files.  It seems like setting this
stuff manually each time new files are created is unnecessary,
if some sort of defaulting exists.  Help!
