This isn't fixed in 3003.  The problem is there is no way for an
administration to set their user's hard limits.  You can set up default
soft limits, but if a user knows the ulimit command, they are free
to increase their soft limits as high as their hard limits.  

I'll post again if I hear any different story, but for now I'll take it
to the Design Board.  Oh Boy!
