r4 on tapes or floppies?

I got My X11/R3 from Apple. Where can I get R4 since I don't have TCP/IP
network going outside  world. I need R4 on 3 and 1/4 inch tapes or on 
3 and 1/2 floppies. Can anybody give some infomation about it? Thanks.
