Are you saying that I have to re-install TCP/IP after installing
sendmail *even if I already installed it*?  How did you figure
this out?  Is it documented?  Did you reinstall TCP/IP just to
see if it made a difference?  

So what does TCP/IP change?  The sendmail program?  The config
file?
