turning off POSIX compliance in 386/ix headers

	can anyone provide guidelines for or patches to the header files in ISC
	unix 2.2 to disable posix compliance unless explicitly requested? this
	is approach is used in the standard C compiler. without it, gcc requires
	-traditional and makes compiling some uunet code a chore.
