Why do I always get GMT in mail headers?

System:  AT&T UNIX Sys V/386 3.2.2, with WIN/TCP 3.1 installed.

Subject line says it.  Whenever mail is sent using mail(1) or mailx(1),
all times are in GMT, not the local time.  /etc/TIMEZONE contains the
proper setting, and I added a ". /etc/TIMEZONE" to the top of the 
rc2.d script which fires sendmail.  What else am I forgetting?
