Many implementations of NFS have locking disabled.  This is partly due to
the fact that when NFS locking is enabled, all file lock requests, including
local lock requests, cause the kernel to trap out to a daemon process which
manages the locks.  This can be very detrimental to local lock performance.

There may also have been some porting issues.
