Looking for ADM-12 terminal emulator

I am looking for a terminal emulator that runs under MS-DOS and either:

1) is universal, in that you can add your own escape sequences
   for cursor addressing, setting scroll regions, etc.

2) emulates an LSI ADM-12

3) or source for an emulator that could be hacked to provide
   ADM-12 capabilities.

Anyone know of such a thing?
