routing table (4.3)

My network is quite simple.  It is network 128.95.17 in the table below.
The machine 128.95.17.1 (on which this netstat -rn was run) is a gateway
to the network 128.95.20 through the machine 128.95.20.2.  The 128.95.17.1
machine is also 128.95.20.1.  The line I'm worried about in the following
routing table is the first line.  Should 128.95.17.1 be routed to localhost
or am I doing something wrong when I set up the routes?
