Mail Timezone

I am running Microport Unix 286 version 2.4 with Honeydanber Uucp.
All my cron scripts have a call to /etc/TIMEZONE and so all the logfiles
use the correct timezone. When I run mail or mailx directly with the
correct timezone in the enviroment the log file uses eastern time. Please
could someone tell me how I can stop mail from destroying the enviroment?
Why does mail do this in any case.
