suidperl program (can't get them to work)

I wish to use the suid feature of perl and I am getting the error
message of:

	Not a perl script at /tmp/testid line 1.

The test program is very short and is as follows:


	#! /bin/perl
	eval "exec  /bin/perl -S $0 $*"
		if $running_under_some_shell;

	system "/usr/bin/id";
	

The permissions on the file is:

	-rwsr-xr-x  1 susan   unisec      100 Nov 20 19:14 /tmp/testid

Can someone point me in the right direction?
