Problem using vi on vt100/vt220 terminals.

Using cursor keys in vi gives sporadically insert mode if you are
using a vt100 terminal. Using a vt220 cursor keys gives sporadically another
code that vi doesn't understand.
It seems that it happens more often if you are conected to a modem.
This, we believe, is a worldwide known problem.
To overcome this problem you can give the vi comand: set notimeout. 
My question is, if you have a similar problem in a customer application
(order entry) what is the solution.
I have this problem on a Datamedia 68020 or 68030 running AT&T Unix V.2 or
V.3.2.
