Why is it called a 'cookie'?

	In the documentation for PCC, Steve Johnson writes:

	"_Codgen takes ... a second argument that, for
socio-historical reasons is called a _cookie_.  The cookie describes a
set of goals that would be acceptable for the code generation."

	Why 'cookie'?
