Normal users changing LPR forms

I have a need for an application program to change printer
forms in LPR.  The local command for doing this is spooldev.

As you may expect spooldev requires the user to be super user
so I set up a suid script appropriately and gave it a go.

After a few quick test I found that spooldev insists that you
not only have super user ID but are in fact logged in as the
super user.

It looks like the only way to do the job is by giving the users
a special login.

Another idea I had was to directly change the spool devices file
which looked fairly simple, anyone know if it would be safe ?
