HELP/ADVISE NEEDED: Send mail outside of loacl hosts

We have a RICScomputer M120 running System V Unix.  I want to know
how I can set up unix "mail" command (or which ever command that
I need to set up) to send mail outside of local host.

Here's the situation:

I can send mail to anyone on the local hosts (the computer that I am on),
but I can't send mail to another machine, even the unix machine is only
next door (and I know for sure their system is setup okay).

Here's the message I get when I tried to send mail by typing:

mail user at machine.department.school.edu

and I get error message:

Can't Send to user at machine.department.school.edu
Return to jtang

And the system would send me a mail saying:

Anyway, that's the mail message I get.


Here's some additional information that might be helpful.  I can
use "rlogin", "telnet", "finger", "rsh", "talk", 

I CAN NOT use the following:

"tip", "rmail"

I CAN NOT use the following program to contact other machine:

"mail", "sendmail"


So.. can someone tell me what's wrong with my setup?  And how I would
go about fixing it???
