fg;fg Why?

I don't know if this is a bug in tcsh or if some esoteric switch is set
that has yet gone unnoticed by me, but I'm curious to know the answer.
When I suspend a job, then "fg" it, I have to type in "fg" twice 
before it responds.  Even if I only have one job suspended.  Every 
once in a while though it will respond right away.  Below is a sample 
of what I'm talking about.
