Changing default date/time format in ISC v2.2.1

I'm running ISC V2.2.1 and can't it up so the default time/date
strings are as I want them. According what I understand, the
manuals says to create a file in /lib/cftime which I did:

$ pwd
/lib/cftime

$ ls -l
total 2
-rw-r--r--   1 root     other        208 Jun  8 16:48 internat

$ cat internat
Jan
Feb
Mar
Apr
May
Jun
Jul
Aug
Sep
Oct
Nov
Dec
January
February
March
April
May
June
July
August
September
October
November
December
Sun
Mon
Tue
Wed
Thu
Fri
Sat
%H:%M:%S
%y-%m-%d
%H:%M:%S %y-%m-%d %Z 
am
pm

And I have set/exported the LANGUAGE environmental parameter to
point to internat:

$ echo $LANGUAGE
internat

But the date and ls still come out in usa_english:

$ date
Sat Jun 08 16:50:53 JST 1991

Has anybody managed to do this? If so, I'd sure appreciate the
wisdom of your experience.
