NFS: Stale file handles - A different question

We have 4 DECStation 3100s and a Pyramid acting as file and compute
servers. The User file systems on these machines are all cross
mounted. We are getting a rather annonying situation relating to
NFS: Stale file handle
which seems more like a bug than a feature. Whenever the Pyramid is
shutdown without first dismounting its file systems on each of the
3100s and then restarted we get these stale file handles. This does
not happen should one of the 3100s be shutdown and then restarted the
Pyramid continues as though the other server had always been there.
I thought that due to its stateless nature an NFS file system would
return in an operational state when a server was disconnected then
reconnected. Is this behaviour abnormal or do I not understand how
NFS works?
