Packet filter under RISC Ultrix 4.0

We're attempting to use the Ethernet packet filter under RISC Ultrix 4.0
on a DECstation 5000/200.

Whenever we attempt to open one of the packet filter pseudo-devices,
(/dev/pf/pfilt*), we get "No such device or address."

Both "options PACKETFILTER" and "pseudo-device packetfilter" are
specified in the kernel configuration file and all of the packet
filter devices have been MAKEDEV'ed.  Is there anything else that
needs to be done to initialize or configure the packet filter driver
before a packet filter device can be used?

By the way, "pfopen" doesn't work either.  We got the idea of opening
the packet filter device and doing an ioctl to bind it to a specific
Ethernet interface from some example code that DEC supplied, but we
can't get past opening the packet filter device!

Please E-mail ideas or suggestions would be appreciated.  I'll summarize
to the net.
