terminal/process groups

We had a similar problem to that mentioned by Noel. We had a daemon
controlling a two-way terminal link between our VAX (4.0bsd) and a
DEC20 (TOPS-20). We wanted it to be possible to log in in either direction.
For this we needed a special getty, which was to be started by /etc/rc.
We finally put an ioctl allowing uid-0 processes to set their controlling
terminal.

On a more general vein, to whom should such changes be sent for
consideration for inclusion in new Berkelely releases?
