Actually, The University of New South Wales (down under) implemented full
file locking in version 6 (!) and I suppose they have put it into v7
as well. They stole the group permission bits in file modes for
the locking status, and could do the whole gamut. I never installed
the code because I didn't consider it enough of a problem on our system.
It looked rather large, but since they had kernel overlays, it was
no real problem. All the code is on the conference distribution from
Toronto. I believe they have a newer tape, too, but I am not sure.

By the way, they also implemented real in kernel quotas, for everything
from disk limits to line printer lines to connect time and CPU seconds.
Also rather large, but effective, I guess. Used a new structure in the
kernel that was updated by all the drivers and other routines, not
unlike inode and u tables.
