setuid not working if user is root

	We went over this a while back, but I don't think we ever got
any replies.
	In UNIX, the SETUID bit is ignored if the RUID is root. This can
lead to lossages with Daemons being started with the wrong uid, and being
inaccessible to signals, creating files that later daemons can't access,
etc.
	Has anybody taken this out and seen if gross lossage resulted,
or what the effects are in general? Ken must have put that code in there
for some reason, it's not just a side affect ot anything.
